I had this problem today when running ConfigWizard after a failed SP1 installation. The SP1 install failed due to a lack of free diskspace on C: (got a machine with 16GB C: from customer....)
After I moved everything including Temp folders to D:\ I managed to finish install of SP1 and then also the wizard ran successfully.
